Have you ever tried to +mention someone but couldn’t +mention them?

I thought I’d do a Tips and Tricks post on a little-known procedure that allows you to +mention just about anyone so long as the user you’re trying to +mention doesn’t have their profile restricted or are otherwise permitted to do so (you cannot +mention anyone here who isn’t a member).

This will only work on the web version. Not iOS or Android. The two screenshots below with instructions is Windows specific but will be basically the same for Mac or Linux.

I should also note, this will only work with a string of numbers. Not a vanity URL that contains both letters and numbers.
